WOC was the prime design consultant, civil engineer, traffic engineer, and environmental planner for the Design-Build (DB) project for the construction of Phase 1B-2, Honoapiilani Highway to Hokiokio Place, the third phase of the overall Honoapiilani Highway Realignment project.  The client was Central Federal Lands (CFL) Highway Division in partnership with State of Hawaii Department of Transportation (HDOT).

The overall project is designed to relieve traffic along the existing Honoapiilani Highway through Lahaina Town.  Phase 1B-2 is the third phase of the overall Lahaina Bypass project and extends 2.7 miles from the terminus of the previous Phase 1B-1 segment at Hokiokio Place to the vicinity of the former Olowalu Landfill, where it transitions to Honoapiilani Highway.  A Southern Connector Road, located just south of Launiupoko Stream, was also constructed and provides access for local traffic to Honoapiilani Highway.

The roadway was open to the public in April 2018.
