The State of Hawai‘i Department of Accounting and General Services (DAGS) is proposing to construct a new stadium facility along with ancillary development to create a New Aloha Stadium Entertainment District (NASED). The development is being pursued under a parallel Public-Private Partnership (P3) procurement process. This process will run concurrently with the EIS process.
WOC is preparing EIS documentation in the form of a “Programmatic” EIS, meaning it evaluates the effects of the proposed project broadly as it includes a wide range of individual projects and implementation will occur over a long timeframe. WOC is also preparing a traffic impact assessment report, on-site traffic access and circulation plan, transportation management strategy and preliminary engineering report in support of the EIS.
