Environmental Impact Statement: Proposed Lease (Water Lease) for the Nāhiku, Keʻanae, Honomanū, and Huelo License Areas

In May 2001 Alexander & Baldwin and East Maui Irrigation Company, Ltd. (collectively A&B) requested that the State, pursuant to Hawaiʽi Revised Statutes (HRS) § 171-58, issue a new long-term (30-year) lease at public auction for the “right, privilege, and authority to enter and go upon” portions of State-owned lands in Nāhiku, Ke‘anae, Honomanū, and Huelo“for the purpose of developing, diverting, transportation, and using government-owned waters” to serve the East Maui Irrigation (EMI) Aqueduct System and its users in East, Central, and Up-Country Maui.

WOC prepared and processed an Environmental Impact Statement (EIS), pursuant to Title 11, Chapter 200 Hawaiʻi Administrative Rules. The EIS process commenced in 2016 and was completed in 2021. As the EIS preparer, WOC led a diverse team of technical subject matter experts to analyze the Proposed Action and determine impacts and where appropriate, to make mitigation recommendations related to their particular subject matter expertise. WOC successfully navigated the project through review and acceptance by the Board of Land and Natural Resources.
