Honoapiʻilani Highway Realignment, Phase 1, Keawe Street Extension to Lahainaluna Road (Lahaina Bypass Road)

WOC was the prime design consultant for the Design-Build Lahaina Bypass, Phase IA Project, the first phase of the overall Honoapiʻilani Highway Realignment project.  The project included a new ¾-mile, two-lane highway, 360-foot long single-span concrete bridge at Kahoma Stream, single-span grade-separated structure at Lahainaluna Road, exit ramp at the south end of the bypass to Lahainaluna Road and northbound on-ramp from Lahainaluna Road to the new highway. Project also included a 1/3-mile, two-lane extension of Keawe St.

During the construction phase of this project, archaeological data recovery work encountered an archaeological site (inadvertent find) within the highway corridor. The following regulatory requirements were triggered: 1) Section 4(f) of the U.S. DOT Act requiring consideration of alternatives that avoid use of resources, and identifying other feasible and prudent alternatives; and 2) Section 106 consultation under the National Historic Preservation Act with interested parties to help assess project effects. Additional work tasks included addressing Federal requirements including Section 7 of the ESA, and COE jurisdictional determination and permit. Other permits included State 401 water quality certification, stream channel alteration permit, and NPDES permits.

Unforeseen circumstances were successfully resolved through effective coordination with federal, state and county agencies, community organizations, and other stakeholders.
