Lahaina Bypass Phase 1B-2

Lahaina Bypass Phase 1B-2 is the third phase of the overall Honoapiʻilani Highway Realignment project. The client was Central Federal Lands Highway Division in partnership with State of Hawaii Department of Transportation.

Phase 1B-2 extends 2.7 miles from Hokiokio Place to Honoapiʻilani Highway.  A southern connector road, located just south of Launiupoko Stream was also constructed to provide access for local traffic to Honoapiʻilani Highway.

As the Civil Engineer, WOC designed plan and profile of the new highway, including site plans, grading, typical sections, erosion control, pavement marking and sign plans, cross sections, hydraulic report, and drainage plans.  Design included a bridge supported by geosynthetic reinforced soil (GRS) abutments.  Extensive hydrology and hydraulic analysis were performed. Culvert design incorporated creative hydraulic techniques to regulate flow given limited available right-of-way.

As Traffic Engineer, WOC prepared traffic signal warrant studies, traffic signal design, and traffic control plans.

As Environmental Planner, WOC coordinated and verified permits obtained by CFL/HDOT and procure new permits, including Department of the Army Section 10 and Section 404 permit, Section 401 Water Quality Certification from the Department of Health, Coastal Zone Management Federal Consistency, Stream Channel Alteration Permit, and County Special Management Area Use Permit.
